Indiana PACE Bill, HB 1457 to create clean energy improvement financing districts, to be Turned into Study Committee

Word came from renewable energy advocates early this morning that Rep. Tim Neese (R-Elkhart), Chairman of the House Local Government Committee and author of HB 1457 regarding creation of clean energy improvement financing districts, is planning to offer a strip and insert amendment to turn his Indiana PACE bill into a study committee.

    Simple, he stepped on some toes and chickened out. With any political party, you have to check with the higher ups before doing anything. I foresee this being a bad year for renewables.

    PACE would increase the resale value of buildings. Green building sales prices are $171 per square foot higher than non-green buildings. “According to a recent study by CoStar, green buildings that are certified under the LEED rating system …are sold for higher sales prices. …LEED certified buildings command sales prices of $171 per square foot more than the sales prices for buildings that are not LEED certified.” (Julie Stamato, Senior Attorney, “Building Green: A Win-Win for All,” Theodora Oringher Miller and Richman PC)
