Dear Mr. Zagzebski:

As a customer of Indianapolis Power and Light (IPL), I want to express my appreciation and support for your renewable energy pilot program, called Rate REP. I believe this feed-in tariff (FIT) program demonstrates IPL's commitment to diversify its generation sources of electricity, to produce more renewable energy, to promote creation of green jobs, and to improve the environment of our community.

Although wide public support was expressed for Rate REP, I understand that this program expired March 30th, 2013. There are many worthwhile projects that were submitted that will not have the opportunity to participate in this pilot program, which was capped at 1% of IPL's retail sales or approximately 100 MWs.  Because those who have approved contracts have just 12 months to plan, construct, and begin producing clean energy to sell to IPL or because of other various reasons, the situation may arise in which an approved Rate REP project will not be able to be completed.   If this occurs, we urge IPL to allow those projects in the queue or current waiting list the opportunity to replace those approved projects that will ultimately not be participating in the pilot Rate REP.

We are not asking IPL to extend or expand the Rate REP pilot program beyond its initial scope with this petition, just merely allow projects on the waiting list the ability to replace those projects that fall by the wayside.  This would allow IPL to fulfill its original commitment to bring new customer generated renewable energy projects up to (not over) the  full 1% of IPL’s retail sales or approximately 100 MW’s of renewable energy production by means of this pilot program as originally proposed and approved by the Indiana Utility Regulatory Commission (IURC).  Otherwise, this would minimize the impact of this important pilot program and would be an unfortunate lost opportunity for our community to demonstrate renewable energy technologies in our State’s capital.

Will IPL make a public commitment to renewable energy and the Rate REP program to allow projects on the "waiting list" to move forward if approved projects drop out?
